          ESTC is operating under the administrative control  of Micro, Small and Medium Enterprises (MSME), Government of India.  ESTC  Governing  Council  is headed by  Development  Commissioner (MSME),  Ministry of Micro, Small and Medium Enterprises   as  its  Chairman.  Sh. Madhav Lal, IAS  is  the  Chairman, ESTC  Governing  Council  at  present. Shri Dinesh Rai is the Secretary Ministry of MSME.
